Skull Rings - Bonus XP Per Monster Kill
For Content Patch 0.3.0, I would like to suggest a new common jewelry called "Skull Ring" with a new affix granting a flat XP bonus per monster kill. Skull rings harken back to skull gems in D2 and thematic for its purpose. This ring has no level requirement, and would be helpful for leveling low-level characters. The usefulness of this ring would shine early game and wane at higher levels.

Usually when GGG provides buffs, the content requires it. Usually... I don't really expect this ring to happen.
