Harvest/Ultimatum Improper Interaction

When someone else is in a map with you and begins an ultimatum, it will pause the entire map during a voting phase. If another player is next to harvest plots, you are able to begin both plots simultaneously.

Unsure if related to the 10% chance to not consume a plot, but regardless you should not be able to begin two plots at the same time.
