[build breaking bug] Kaom's Binding is breaking ignite stacks

Kaom's Binding Heavy Belt seems to remove/block the ignite stacks on mobs/bosses when it's on a merc.

When merc had the belt on, ignite DOT came active but dropped off very fast afterwards.

When merc had another belt, the ignite DOTS stayed as expected.

This bug makes a difference of doing a few K dps or a few Mill dps.

Tested on white maps, rare maps, maven fight. Same results everywhere.
