Midnight Pact Character Effect Not Populating - #141773701

Summary: When combining overseer and scavenger effects to get Midnight Pact, it does not populate in my character effect list. It also still lets me start the beginning of the process, but it seems like its "held" somewhere. The two effects still show the "combine" symbol in my collection.
