Runegraft of Fortress ! EDIT ME being IDIOT!!

So i have crafted this onto my skil tree and its hows as active, 10% reduction and 40% increased defences..
However, my body armor

Sol Pelt
Twilight Regalia
Energy Shield: 1042
Intellect 293

which as you can see takes 293 intellect, still takes 293 intellect after socketing.

So clearly the 10% reduction isnt applied to the body armor. Which i woudl then believe isnt applied to anything else..

So am i mising anything.
