It's one of the best auras for its cost. It gives 1500 or more base evasion. That's thousands of evasion (or armor with iron reflexes) after modifiers. All for a fairly low mana reservasion.

Against what?
Each monster has it's own accuracy rating. If you are high level then the evasion (or accuracy) % on your character sheet is far from accurate.

If it takes you from the minimum 5% to 17% then that means you are taking 12% less damage for very little mana cost. Seems pretty good to me.

With the way evasion works, the less you have of it the better each point is worth. So in short, yes it is worth it. Very much so.

Monster accuracy is directly linked to monster level. All monsters of the same level have the same accuracy. The only exception is magic and rare monsters with Accuracy Aura or Addition Accuracy affixes.
The character sheet estimate is actually very accurate.

Yes. Or more accurately, the chance to evade is accurate for mosters of your level. The actual chance can vary widly if you are in a zone with monsters much higher or lower than your level.
