Orb of Unraveling Didnt upgrade any Mods but took all Memory Stands

Had an Axe with 38 Memory Strands and 3 Mods that could upgrade. Spent 2 Div to get orb and used it to get ZERO Mods Upgraded.

It is possible to consume all memory strands without upgrading any modifier tiers.
