"Reroll the Rarity of a non-Unique item" drop-level/ilvl bug.

Decided to try and slam a double influenced Iron Fortress today to make the new Bound By Destiny jewel work but bench craft seems to bugged.

Got myself an ilevel 70 Crusader plate, Warlord's exalted it and ~300 Chances later it hit Lioneye's Vision? Lioneye's Visions droplevel is 71 and if I'm not mistaken you're not supposed to be able to chance items when the ilevel is lower than a Uniques drop-level. Is this a bug with the bench craft?
