Dark Pact of Trarthus Cannot Poison

Dark Pact of Trarthus doesn't seem to be able to poison.
Even with a 100% chance to poison (60% from The Consuming Dark + 40% from Chance to Poison Support), the skill does not poison mobs.

I don't think this is intended because the skill states "50% less Damage with Ailments"
