Awakened added fire not increasing level of Tornado of Ele Turbulence when affected by runegraft

I have Tornado of Elemental Turbulence in my Archdemon Crown linked to Awakened Added Fire, Crit damage and Intensify supports.

This gives my level 6 Awakened Added Fire -2 levels, causing it to lose the modifier "+1 to level of supported physical skills".

To counteract this, I purchased a Runegraft of Gemcraft for "+1 to level of all non-exceptional support gems". This affects my Awakened Added Fire, bringing the level from 4 to 5 and adding the modifier back on the gem. However, this does not increase the level of my Tornado gem (which has a physical tag). It stays at level 29.
