Rain of Arrows of Saturation trigger not working

When using this setup:

The Rain of Arrows of Saturation socketed in the bow does not trigger while another Rain of Arrows of Saturation (or even classic RoA) is socketed in the quiver. As a result, Cast on Critical Strike does not activate and Blade Vortex is not triggered.

However, if I unequip the quiver that contains the second Rain of Arrows, the version socketed in the bow begins working correctly and triggers Blade Vortex as expected.
