T17 strongbox bug

I have been playing T17 fortress maps with one of each ambush scarab for a few days now and it seems when the mod "Rare monsters in area are shaper touched" is on the map I get all the natural mobs as well as the strongboxes. I'm not sure if this is the only time it happens but it seems whenever i notice all the mobs in the map is when that mod is rolled.
