Kineticist merc never use Elemental Weakness even though it is his first skill

As title said, I go naked and let the Kineticist merc attack the mobs. He never once used Elemental Weakness. Just keep firing his wand for 10 minutes. Is this intended? Because I saw the chaos dot merc use Temporal Chain on every single pack. Why is this inconsistent between mercs?
