Mark Mastery "10% Chance for Frenzy Charge" Does Not Work with Tornado

Tornado of Elemental Turbulence does not give frenzy charges when hitting enemies that I've marked with Assassin's Mark. I'm not using the skill with traps or mines.

Edit: Double-checked that Tornado is my own damage and it definitely is. I leech from it, and I made extra sure by murdering myself with reflect.
