Here we see your average latency jump from 11 ms to 115 ms.

The pertinent infrastructure belongs to a Danish ISP by the name of "TDC Holding A/S", or "TDC". If this is your ISP, contact their support team, show them the log, and try to get it escalated to at least tier 2 support. If it's not your ISP... RIP. It's unlikely the company will be interested in speaking to any random person who isn't a customer of theirs - but if they aren't your ISP, they're a peering partner of theirs - and so your ISP should be able to reach out to them on your behalf.
