Dannig doesnt see items in Expedition Locker

In my hideout, all of the other expedition npc can see and use the artifacts/currency that is held in the expedition locker. Dannig is the only one that does not see any of it. I am unable to interact with his shop because it shows i have 0 artifacts when in reality i have thousands.
