Mercenary Smoulderstrike Molten Strike has chain; does not chain

My mercenary of smoulderstrike type has molten strike linked with chain and it does not chain when he uses it. So either it's not meant to be supported by chain or the functionality is broken.

I'm experiencing the same issue — Infernal Blow of Immolation also seems to be able to spawn with Chain Support. Is this intended?
