Harvest Crop Rotation Seed List/Tiers Not Updating

When using crop rotation sometimes the seed list does not update and show the correct seed tiers after some have been upgraded. This has been an issue since last league.

I have also seen this and now I am afraid I may have missed some t4 seeds.
