Explorer's scouting report bug?

I was using a Kirac explorer's scouting report to try and get the last 2 white maps I was missing but when I used the explorer's scouting report to guarantee uncompleted maps it gave me lowered versions of higher tiered maps. I know in the patch note it mentioned not being able to get the atlas bonus completion for doing maps lower then their normal tier so I'm unsure if this is an intended interaction.
