ToS ACT2 HC glitch?

I recently completed the campaign and was excited to get into endgame. I was met with a text saying i wasn't allowed endgame content until i finish everything in the campaign. The only quest that i can see is at the Ardura Carava in HC Act 2. I have to use the Desert Map to travel to the ToS sadly enough all the waypoint nodes are greyed out. I tried redoing the traitors passage and the trail and no luck. What should i do?

This part is poorly communicated by the game.

The final part of the campaign, which every character must do, is running a map from the Ziggurat Refuge in Act 3 Cruel. Characters are not allowed to run maps from the hideout until they have run a map from the Ziggurat Refuge.
