" Doesn't look like a bug. From what I can see of your character, you have a level 15 Animate Guardian and +1 to level of all Minion Skill Gems. A level 16 Animated Guardian can equip items with level requirements up to level 73. Hand of Heresy requires level 78, so it can only be equipped by Animated Guardians of at least level 18. |
