Quisitive Quandaries achievement bugged?

I did the quest "Dweller of the Deep" and i have the passive point allocated, but in the achievement section doesnt appear completed, already did /recheck_achievements

Same, even completing it with a new character do not complete it in the challenge. But some are getting it completed. As my friend got it completed but not me

Name of challenge completiton seems to be incorrect.
