Unique Gloves Jarngreipr attribute requirement bypass isn't working properly

I'm unable to cut some skills and unable to upgrade any skills I already have requiring attributes I don't have. Int in this case. I can still use some skills but not all. Seems like the UI just doesn't recognize the bypass and is preventing cuts and upgrades. Equipping weapons and skills seems to be working so far.
