War Banner not generating valour correctly.

Attempting to use war banner in a multiplayer party with Gravebind Rope Cuffs to generate valour from allies killing enemies. The huntress is using Lightning spear and Storm Lance which have the attack keywords. The kills from these skills are not generating valour stacks via Gravebind. I might be reading this incorrectly but as far as I can tell this should work.
