No Citadels are Spawning

Hello,

I have completed all T15/T16 maps but no citadels are spawning on my endgame map. I am currently on the quest "The Pinnacle of Flame".

Not sure what is the issue - but dont see any other post and find this rather annoying that i cant work towards end game boss.

Would appreciate your help.
