Non-existent 82 lvl maps

Soooo, I'm looking at another 2 corrupted areas with zero +1 area level modifiers.
Are 82 lvl maps banned for some reason?
I'm level 95 and I've had 2 82 level maps.
Could've been three, but I cleansed area and it removed mod.

I feel like it's not ok)
