Wounded man in Riverbank didn't drop the first weapon - hard to remake character

I just started new character (Witch) and after talking to Wounded Man (first thing you do in the Riverbank) - no items dropped on the ground, I didn't have any weapon and had to remake a character. On 2nd try - it dropped a Wand so I could continue.

I made sure to holt ALT - it's not my filter filtering it out, just nothing dropped
