Biera's does not critical strike - patchnote implies it can

So in regards to Biera's, now the damage is cut down to 1/3rd, is there anywhere one can find out what the critical strike chance of beira's ability is? It is stated that is can now roll a critical strike normally. But what is the critical strike chance? How does one see stats of this ability?

And does critical strike chance actually apply to it's hit crit chance cause as I'm playing with Beira's right now the damage is definitely 1/3rd less powerful.

At no point did I notice a jump in the damage if it does in fact have this ability to crit.

It would help if there was an ability window for the ability coming off the item. or at least the item should state what the ability's critical strike chance is.

Does investment in to critcal strike chance apply the this skill?

because after testing it with bosses, at no point did I see the damage speed up. If it did then it would show a critical hit was applied.

Damage from non-skills has 0% base chance to crit. Under 10 stacks of Critical Weakness the target will have 5% chance to be critically "hit" by that igniting effect. This chance is affected by global stats like "10% increased Critical Hit Chance". At least it's supposed to, I haven't tested this in-game.
