Oh wait a minute. Think about it minions are snap shots. This means it does work if you have the dagger equipped before you summon your minions. (I think i rather have the chober equiped for more hp).

The second, but neither of those cases apply to minions.
Spells you cast have culling strike. This is not restricted to only spell damage, so will apply to, for example, Detonate Dead, which is a spell, but deals non-spell damage.

Summon Skeletons is a spell. It does no damage.
The skeletons themselves are not a spell, and are not using a spell. They are using the default attack skill, and don't have your gear.
Raised Spectres can cast spells, but those aren't spells you cast, and the spectres don't have your gear.
