POE 2 - crashing on startup

I recently moved to a new PC and for some reason poe 2 no longer works. when ever i try to start it up the screen goes black but before anything else happens it just closes, with no error message. for some reason the config file it makes is blank, i was able to get it to run when i copied my config file from my old pc in but it runs at 5 FPS and seemly only works once unless i keep deleting the cofig and recopying the old config file.
things i have tried
-verify files in steam, it says their fine
-running as administrator and compatibility mode
-allowing poe 2 trough the firewall
-disabling all overlays steam, nvida, discord
-uninstalling and redownloading
-deleting appdata
I am at a loss on what to do since with no error message and no way to consistently get into the game i don't even know where to begin looking for problem. Any help would be appreciated. Thanks

Ok fixed changed my HDMI cable port, no idea why this worked.

Perhaps you were using the one on the motherboard instead of the one on the GPU ;)
