Elemental resistance charms should add +#% to maximum resistance

Why do elemental resistance charms do not also raise maximum elemental resistance?

Now, they are almost useless in endgame. Every [element] (fire/cold/lightning) charm activated when hit should give:

+#% to [element] resistance, like it is now

AND

(
+#% to maximum [element] resistance, e.g. implicit rolled 2-4
% [element] less/reduced damage taken e.g. implicit rolled 10%-20%
)

I think this is a great idea to utilize overcapped res. And or it should just be "damage" and not "hit".
