Why Omen of Whittling dont remove the lowest modifier?

When i try to use Omen of Whittling in this Seaglass Spear are showing to remove the accuracy T9, but the description says: Chaos Orb will remove the lowest level modifier. I try with different weapons and remove the lowest modifier ( T1,T2,T3..). Whats the difference? Is that a bug?

The Tier is not the same as ILVL mods. So basically Whitling will remove the lowest mod that can roll at the ILVL (ITEM LEVEL) of the item. Example. You can have a Phys DMG and MANA but if MANA is a high count it can only roll at a high ILVL so if the phys dmg count is one that can roll at a lower ILVL than the mana can then you lose the Phys dmg.

it is based on iLvL reqs but if you are trying to use it on an item with a fractured mod, it does not work correctly.
