Tornado quality should be changed or interactions should be fixed

I think tornado quality giving a potential extra nado is just not good with the way it interacts with things. If you use it with whirling slash, the second one never gets enhanced so if you try to make another whirling slash max stages...the second nado consumes it as you make it till it's super powered. It basically blocks you from making more whirling slashes.

I think proj speed is a fine quality upgrade b/c I think the current interaction is too hairy. It's basically not usable with quality and whirling slash.
