Sacred water to keys conversion

Not sure if it is a "bug", but I don't see it any other way.
How come that even after you gather almost 2000 sacred water, you convert it in the end and get ZERO gold keys for it? Like srsly? The one time I needed it for a time lost cache and was pretty sure that with such an abundant amount of water I will surely get at least one gold key and still got none? I don't recall it working like this even in the previous season. Did some line of code got accidently deleted there or it's intended?
