Crossbow Ammunition skills behave weird with some supports

Hi there,

Hourglass + Ammunition (used it for Plasma Blast) will start the CD as soon as you load the bolt (if switching from a different Shot) and then again when you shoot. If you cancel the rampup with dodge roll, the skill is also on cd.

Only one of those events (Reloading or Shooting) should trigger the CD. Just loading the clip (while having reloaded already) triggering the cd makes no real sense.

Also the Ambrosia support (also tested with Plasma Blast) behaves similar:
- Just loading the Clip (without any reload action neccessary) drains charges
- Firing drains charges
- Reload drains charges

Only Reload or Firing should drain those charges.

Additional Info: Volt Support seems to working as i would expect it: Charges are consumed upon starting to charge up Plasma Blast
