Eldritch Empowerment suggestion

Eldritch Empowerment says:

Non-Channelling Spells cost an additional 3% of maximum Energy Shield
Non-Channelling Spells deal 30% more Damage
Spending Energy Shield does not interrupt Recharge

The problem with the 3rd line is that energy shield recharge still gets interrupted upon reaching full energy shield, so upon casting the first spell you still have to wait for energy shield to begin.

I think this ascendancy should also make it so your energy shield recharge is not interrupted by reaching max energy shield.

A further buff would be to make it so energy shield recharge is never interrupted even by taking damage, but I am not sure if that would be too good.
