Yes, that's it exactly. Usually it's not possible to get this +1 or +2 spirit other then just trying to get a piece of equipment with more. These runes with like 1-3 spirit (depending on tier) would help to get some spirit points to reach the perfect amount. And lets not forget, that every rune with 1-3 spirit means you will have less space for like resistance runes. It would balance each other out and just give more options to the player. Can't see why someone would be against this idea, as long as it's balanced.

+1. But Devs can allow spirit soul cores also in armor sockets.
