Wand Quality doesn't seem to work in POE2

This wand should have 20% quality applied to Mana Drain, but doesn't. Unless this changed, in which case, what does quality on a wand achieve? Feels bad, man. Pic attached.

" What I heard in another post was that while the quality isn't shown in the tooltip in the skill window (where yours shows "Leeches 0(0-30) Mana"), it should show in the detailed information pane you have showing. It's hard to see the number for "Mana Leeched per cast" since it's hidden behind the item's tooltip, but that looks like 65. Have you tried comparing that to a wand granting Level 7 Mana Drain that doesn't have quality? |

İ have same issue with my specter...

" Going from 278 to 309 granted Maximum Energy Shield is not from the quality; it's probably because you have 11% increased aura effect? The line below shows that it also grants 22% increased ES Recharge Rate, up ~10% (because of increased aura effect) from the 20% that the tooltip for Discipline says it should grant at 20% quality.
