Crossbow Skill Plasma Blast cannot shotgun despite the Crossbow help text

Part of the Crossbow help text says:
"Multiple Projectiles fired from a single Crossbow skill can all hit the same target"
However, if you put the Scattershot Support Gem on this, only a single projectile will hit the target, instead of all 3 projectiles. This was tested on Tor Gul the Defiler.
