The Adorned Diamond does not work on jewels slotted in Crystalline Phylactery

I have The Adorned Diamond with a 34% modifier and a corrupted magic (blue) jewel with a corruption modifier of "8% to Fire Resistance". When I place the corruption magic jewel in a normal jewel slot, I see my fire resistance increase by 10% (as expected), but when I slot the same jewel into Crystalline Phylactery, I'm only seeing an increase of 16%, which makes me believe that The Adorned Diamond is not having an effect on that socket. Is that the intended behavior?

This is also my experience. I thought there was an interview where they said they would work together, but it's definitely not that way at the moment.
