Something wrong with how loot for classes?

In POE 1 you almost didn't have to look at vendors because you had plenty of rares and upgraded ever 2 or3 levels. I've tried playing this league and after fully clearing the campaign twice i still have the same issue of not getting any rare drops and no drops for the classes i'm playing even with 100% rarity. I was at the end of act 1 on spear build before the vendor or drops gave me anything better than the literal white starter zone weapon. I know loot in this game is terrible by design but is there something that's preventing drops for the class you're playing? I literally get nothing from any sources. Without trade it would take 50 hours of farming the campaign to get anything at all.
