rhoa mount heavy stun bar not refreshing

for rhoa mount, i think there is a bug (of feature) that heavy stun bar is not decreasing over time (the bar above flasks next to hp).

Workaround for now is to dismount, wait for it to droop (almost instant) and mount again. This should not be needed and heavy stun should decrease when out of combat.
