Potentially Game-Breaking BUG ! - Cruel Act 2 - Tradition's Toll (Final Letter) Quest Bug

EDIT: I found the letter finally, i was searching wrong body this whole time. It's not "the unremembered", its an other body on the ground, which has green colored name on it. Just keeping this here, if someone else experience same.

I am a level 58 invoker, currently playing cruel act 2. I found Lailuma's body in the deshar for the "Final Letter" or "Tradition's Toll" quest in the deshar, but it did not drop any items. However, I had found the same body before without taking this quest and it dropped another item other than the Final Letter. Afterwards, finding the body does not work anymore after taking the quest.
Is there anyone who has experienced similar things about this issue?
I received the quest while talking to Shambrin. However, there was no yellow exclamation mark on it. I wonder if this quest is not normally received in Cruel?
