Devastate and Bloodhound mark dont work

I have really scaled my bleed over phys hit, and cant break armor any more. even tho my bleed heavy stun almost instant, there is no armor lost, or fully broken armor on the target.

Is this bug related to this because the wording is not proper, and not highlighted like "exploit weakness" ?
