thunderous leap unusable after binding to weapon set 2 and respeccing dex

I had thunderous leap bound to weapon set to with a spear with high base crit for reliable shocked ground generation, upon needing more dex to level up them gem. after realizing I could no longer use the second weapon after respec the skill disabled fully and unable to rebind teh weapon set. I then deleted the gem and cut a new thunderous leap only to have the gem still be disabled an unusable despite differnt weapon equipped. It appears to still be locked to the previous weapon that is currently unusable.
