Lag,Stutter since Act3 Cruel, Not sure what to do? Anyone help?

I got a fairly decent gaming PC, and I have been stuttering, and I have not touched my GFX or anything, and it was running smooth at above 150–180 FPS all game long, and now it is lagging like hell.

I updated Windows 11 pro and same for my bios CPU and GPU, Not running any in game overlay or streaming. Cleaned the PC of dust as well, just in case. Every other game run smooth I've been monitoring my performance of GPU Ram CPU and its seems to be fine doesn't exceed 40% of the CPU GPU is fine as well game seems to only been using 4.6 VRam - Memory 6.2G CPU MS is around between 10-20 ishh GPU MS 4, Network MS 2-8 but MS is around 10-20 which is totally fine but Idle in the End game Ziggurat Refuge flicker between 40-80 FPS. Which seems ODS....

CPU:AMD Ryzen 7950x3d
RAM:128 Gig of ram Corsair 4800MT/S
GPU: RTX 4090 Aorus
Mobo: Gigabyte B650 X AX
HD SSD Samsung Pro Evo 990 1TB As main game
HD2 SSD Samsung Pro EVO 980 2TB
HD3 WD: 10TB Blue

Im liquid cooled all around, temp of CPU doens't go above 27 and GPU around 40 ish (Celcuis)

well let me know if you guys has similar issues or find a way to fix this

I have tried turning off Upscale running low graphic playing in Windows full screen, I tried aswell turning of sync playing DX 12

Just switched to Vulkan seems to be using a lot less Vram Mem and FPS seems to have inceased


I also Noticed, that when I was Party leader with my friend, I had more FPS then When I wasn't we're both from the same region Im not sure why this would affect anything

The servers are having issues the whole day... very likely on that side.

Are you EU?
I am UK and switched to Washington DC server and all lag and disconnects disappeared.
I havent yet played today though, so the above advice may have changed

No I am from Canada, EAST, the PING seems fine, I jsut tried Vulkan seems ot be more stable I will be trying it in Maps to see if it work better
