Activation failed. Map is not accessible.

Also happened to me on a Derelict Mansion, cleared around early in map progression without knowing the map tier requirement. Went back and unlocked it from a map outside the immediate ring of maps around it, and saw the node light up with a path from a map I had previously cleared. However I am now getting the error message no matter what map I put in the device.
