supports dont work with decaying hex

As title says, the support gems have no influence on decaying hex.

I have tested on a boss to see the damage numbers with and without supports (with nothing else going on) but the damage or duration does not change no matter what supports I put in. It also does not propagate with hex bloom.

The skill effect duration on the tree also does not seem to work.

I really hope this can get fixed because this was pretty fun to use during the campaign.
