Storm Lance/Stalk and Leap Projectile Proc Bug

I think storm lance may be broken. Storm lance is not Procing as a projectile for my Stalk and Leap, so I am not getting the 30% damage boost, or at least there is no indication of it happening like a debuff on the mobs.
