Tactician Unleash Hell: Supporting Fire Feedback

So I finally got a chance to test this Ascendency Skill.

First off: I love this skill thematically and visually, especially with the very cool voice lines(Ready the artillery!; Better take cover!)

But, it is very underwhelming from a non-minion build perspective. I don't know how good it would be in a minion build.
But how I imagined it to be is good enough to be "supportive" for things like extra pin on a non-minion build.

With the pin support and several other damage support gems it is possible to pin white mobs for the most part, but only after the 3rd or 4th salvo. For magic or rares its not happening at all.

I love long cooldown skills that are impactful, unfortunately this skill is not impactful at all.

I think the skill needs improvements in damage most importantly. Cooldown could be lowered as well a bit, depending on how much the damage gets buffed.
40 seconds cooldown in Path of Exile 2 is insane, with that much fo a cooldown it needs do simpyl perform better. Even when putting CDR gems into it 20 or 17,4sec cooldown is still a looooooooong time and it simply doesn't feel good enough for that long cooldown.

Secondly I think the supportive nature could be enhanced by giving it inherent pin, that would fit the ascendency. Maybe even with some x% more pin buildup, so the damage doesn't need to be boosted massively and it would still do relevant pin buildup. Maybe if you don't wanna add inherent pin at least give it main on hit. to be mroe useful for kiting.

Possible bugs?: The command section fo the skill has added damage from sources other than the weapon stated (like rings etc.) not sure if that is intended or not.

EDIT:
Alternatively and more drastically you could change the skill in a way, that it is no longer a minion skill. The "theme of the skill" could stay the same(your character throws the marker grenade and arows fly from otuside the map), but you remove the "invisible artillery squad" from the description and let is simply scale with the Weapon.

Follow Up Post with a minion-scaling build:

Skill is still utterly useless. Raw damage isn't there and even utility like Pinning doesn't do it, because it simply doesn't do enough dmg.

I genuienly love big cooldown skills, but they have to be impactful. Like REALLY impactful.

Please buff this Ascendency skill considerably!

Also I think Supporting Fire should always benefit from the otehr Ascendency Node "Watch How I Do it" (25% of Weapo ndamage as added damage to allies in presence).
